GIS display doesnt show WorldWind WMS image layers #49

GIS displays with WorldWind background image layers won't load the layers and the console reports timeout errors when connecting to the NASA WMS servers. This appears to be an issue with the default WWJ parameters for the WMS tasks as reported here:

Updated the DisplayGIS3D to automatically set the WWJ Configuration properties with the new values. WMS server errors may still occur, but the image layers should now load in the display.
