Release for translations 6/8/21

Updated Hmong, Arabic, and Spanish translations
minor bug fixes
- 500 error
- survey validation bug
- alphabetical order of states
changed char limit from 500 to 700

Note: There is still a bug in the Spanish translation of the 'About' page
