Switch sphinx book theme #73

@bielsnohr @tlestang for some reason ReadTheDocs magically started working 🤷 and I was able to "import" the repo so we can start running builds

I think this PR should work -- let me know what you need to help review

Update: I managed to get the branch to build here: https://dev-review.readthedocs.io/en/switch-sphinx-book-theme/
