When the user wishes to get higher priority on the system, she creates a Project. This Project will be used to track memberships, references, and requests throughout the lifetime of the user's research. She then uploads the Allocation Request template to her project and awaits admin approval.

Deprecate all fields of the current Allocation Request form, save for the file upload. The new request template provided by the user support team will capture this data instead. Admins will manually populate the SU field during approval.
