Makes visual identity of RCAMP consistent but distinct from main site #307

The appearance of RCAMP was meant to resemble the old website. Moving forward the portal should be identifiable as a distinct aspect of our web presence:

Replace masthead links with RCMAP-internal links
Reduce prominence of jumbotron (#306)
