Automatically add course users to general accounts #420

When users sign up for CURC accounts through out accounts management portal, they check the appropriate button(s) depending on what resources they will need (Summit, Blanca, Course, PetaLibrary). Users who use RC resources for courses will check the course button on the website, and they are then not added to ucb-general (csu-general also). This causes extra work for the user support team and a loss of productivity for the end user.
