This fixes #239 by using the namespace http://www.iana.org/assignments/relation/ to form http://www.iana.org/assignments/relation/cite-as as suggested by RFC8288 A2.

The previous http://www.w3.org/ns/iana/link-relations/relation ontology was outdated since 2017.
