I think this makes sense. Ideally we had some kind of type on the config files as they don't have a correspondence to FormalParameter, but this could be all kind of reference files used that are important to capture.

I am not sure on the wording on MUST NOT have a link to FormalParameter as some tools will have options like --config which would turn a config file into a formal input. But given that we have not typed these as config files, it is not a problem -- it is one or the other.
