Base django, nginx, rabbitmq with defaultworker #1

Updated to use nginx from the start. Deployment via script and config file. Pushed requirements.txt into base image.

@selimnairb - Checked in configuration runs out of the box on ginotebook.renci.org. Small updates to docker-compose.yml and ginotebook-config.yaml file should allow it to run in any environment that has docker / docker-compose on it.
