Write tool to make map of RHESSys flow table #37

The tool will read a RHESSys flow table, then produce an "arrow map" (ideally a vector GIS map) showing flow directions and proportions. The resulting map can then be loaded into GeoServer and overlaid on the bird view editor.

The goal of visualizing the flow network may also be addressed by converting the flow direction raster output from GRASS into an "arrow" map with single arrow pointing in the flow direction for each pixel.

Need to decide if this will be done, or if it will be placed on the back burner. If to be done, there needs to be some requirements gathering and visual design before implementation.
