Discuss on which peak flow to show in report for IUHM (duration and frequency) #70

We have agreed that we are going to include peak flow comparison between different scenarios for IUHM. Peak flow from 2-yr, 5-yr, 10-yr, and 100-yr storm are of interest. Duration of the storms are still under discussion.

However, to make the report simple, we may want to include peak flow comparison with only one return period and duration. This need detailed discussion with @selimnairb @BardiaHeidari @drarschmidt3 @ArielKW @lband .

This is a sub-issue for #29

@ArielKW The MD stormater manual does not have one number for reduction.

However channel protection storage volume for BMPs is based on one-year 24-hour storm event, which for Baltimore is 2.6-inches (see p. 2.10 and Table 2.2 on p. 2.11).

Also, the water quality volume is based on a rainfall depth of 1" (see p. 2.1, Table 2.1, and Figure 2.1).
