Develop CMAQ Environmental Exposures API and UI #141

The purpose of this issue is to develop a second API and related UI to exposure nationwide CMAQ estimates, one PM2.5 and O3 measure per day per year (2002-2014) per US Census tract centroid.

Not sure time will permit the implementation of this API for the September timeframe at 20% effort level. Will make this the last priority.
