Create API or process to batch process Exposure API requests #167

Create an API or process to retrieve exposure data (CMAQ, Roadway, Socio-economic) given a list of lat, lon coordinates. Start with just roadway exposures as first cut. Goal is to return all exposure data, associated with list of lat lons.

Hi @karafecho - Just in design phase now - was concentrating on #165 first.
