Lint and validate Terraform, Ansible, and Packer code in CI #44

Could we also add validation (terraform validate), along with validating/linting the other infrastructure tools as well? (packer and ansible)?

I think after adding the packer/ansible validation steps, and rebasing this off of the infrastructure branch (to fix failing tests), this will be good to go.
