Only pin minimum version for RGD dependencies #50

This gives downstream projects that also have RGD as a dependency more freedom to pin to whatever RGD version they want.

@AlmightyYakob we need to update Danesfield to the latest RGD since there was a critical bug fix in the FMV module that it needs. To make these kind of upgrades less painful in the future, I've just pinned OASIS's RGD dependencies to a minimum version, do you see any issues with this approach?
