8 years ago I understand what you're saying about 0bd071c. The reason I moved it was that other back compat functions like _wp_get_attachment_image_sizes_filter_shim() are also in the file with deprecated functions.
Good call on 5c6f96f and 2992862. I'm iffy on moving 0bd071c since it's not really a deprecated function, but is rather a backcompat shim for people who've been running the plugin since before v2.5. I wouldn't lose any sleep over moving it though, either.
