Create freez qty master #278

  1. Add new tab page for freez qty master in OTH/OTM percentage master.
  2. Get freez qty dictionary from engine when admin login to engine.
  3. Fill the dictionary in virtual grid in the form.
  4. Admin can change freez qty in the master.
  5. When "Save" update dictionary in local memory (admin module memory) and send added/updated entry(s) to engine (Create new ENum to send back to engine).
