Support custom domains for REST API #2980

Work in progress This patch is still in progress and several things are still broken. Nevertheless, this PR created for the team to review as soon as possible, since the refactoring is quite big, and also to continuously get results from the CI job

@gvagenas a minor comment, we will need to update the release notes for the 156 PR and also multitanency doc as we have a subtask for this as well. on our documentation site multitanency unit is still accounts and not organization. we already have a subtask for this in same story
