.NET RestComm SDK with working examples #329

Create a .NET Helper Library for the RestComm REST API with the following features / functions:

Creation of .nuget for hosting of binaries on Nuget
Installation support via Nuget or compile via source locally
Full README with installation instructions and code snippets to demonstrate usage of the API
Full unit test coverage using Mock framework
An 'examples' folder as a part of the project that has working examples for the major parts of the API (calls, messaging, etc)
Licensed under MIT license, hosted by RestComm

This will be the officially endorsed SDK for RestComm.
