Test LB 10 on staging and fix the health check issues #120

test replication of call node mapping data between active and passive LB;
upgrade active - passive LB even if there is active calls but no ongoing traffic

so we avoid blocking the team like this to wait for calls to be finished. As we ramp up traffic we won't have that luxury anymore.

note: We also need to investigate how to do that with ongoing traffic and complete the graceful upgrades for Restcomm Connect.
