Saving / loading configured values of SMPP Simulator #172

We need to save configured SMPP Simulator options into a named config file and load it from a file when SMMP Simulator starts.

A config file name is set as a command line option when we launch SMPP Simulator. Launching of SMPP Simulator without parameters will run it with default parameters (previous behaviour).
