[x] Disable melee weapon comparison/calculations
[x] Include EP in tooltip text
[x] Pull out of beta features toggle
[x] Update to BIS and BIS/gold row identifiers
[x] Add toggle for all EP values even if not an upgrade
[x] Cleanup scanning UI borders/textures
