Collect MTB Events

People complained at least 3 times from January that it's hard to find and discover MTB events in California, this thread is a good example of problems people face:

So we need to go through available resources and collect all the events in one place, so we can put then to our calendar and release basic version for MTB people.

• [x] go to USAC/NCNCA and figure out which events are USAC ones and which are not so, in future we can mark them as such and update JSON (talk to me which one) with additional property permit: 2016-1049 (same as we have for road events).
