Dashboard is not administrator friendly #2243

As an administrator, I see all the boards available in the system. I also have personal boards to track tasks, and I starred these boards to easily filter. I would like the dashboard to default to starred boards instead of all boards. At the very least, an option in user profile to toggle this behaviour.

Also, the "create new board" link is always pushed below the fold for the same reason. I would prefer a link to be available above the fold. Creating a new board via the bottom status bar menu is several more clicks.
