under pegaswitch paragraph "To install PegaSwitch, you need at version version 8.x of Node.JS." is it supposed to be "To install PegaSwitch, you need at the least version 8.x of Node.JS."? does this mean i can use Node.Js 9.x?

Yes, this should say "at least". NodeJS 9.x is probably fine. NodeJS follows semver so new major version are breaking changes. That said, those changes are generally small enough as to not impact Pegaswitch.
