Rational for switching to Apache 2.0:

Apache 2.0 is very similar to and compatible with the BSD3 license, with a few key differences
Apache 2.0 provides a patent grant for contributors to users
Apache 2.0 says that contributors must be the copyright owner for the work they are submitting (guarding against plagiarism)

For these reasons, we'd like to switch licenses. I'd welcome voicing opinions and comments here.

Merging for now in order to create release branches for testing. Please feel free to comment here and we will incorporate suggestions in the release branch.
