Manageroles

added 2 new commands for user who have permissions to moderate roles. as suggested this would help specially moderators in their work. Mentioned role must be allowed to be mentioned in the chat otherwise it will not be possible to add/remove it and the role must already exist.

• !setrole @role @username sets the mentioned role to the mentioned user if the requesting user has the right permission to manage roles
• !removerole @role @username removes the mentioned role from the mentioned user if the requesting user has the right permission to manage roles

I'm not really sure if mentioning the role and user is the best way to handle this.

The admins/mods will must be extremely careful to use this command only on a very specific and very restricted channel, otherwise they'll ping a bunch of people unnecessarily. Actually they'll ping other mods/admins who has the role being added/removed.
