FileSystemUtil: Update path cache when creating new directory #805

With this fix in place, emulationstation will start up correctly when there is no ~/.emulationstation directory present.

This looks correct, 1st start without a config folder will crash ES, even if the folder is created correctly. Thank you for the patch.
