feat: forum cache implemented, WIP #83

Caching in forum implemented, I think the bug which causes a series of fetch requests is fixed, as I haven't exactly fixed it, but the bug is not appearing anymore for me, needs testing on other users end.

I will implement caching after an optimisation fix. Closing this for now.
