Working animation for mines behave wrongly #1513

An unoccupied mine shows the working animation (it is lit). Also an empty mine shows the working animation for a brief moment when food is brought in. So this bug seems to be triggered by storing in food.

Seems to not happen on greenland, wasteland not tested
