Mining should not be allowed until sync is done #328

As subject says.

My node was still at maybe 1000 blocks and I pressed the 'Mine new key' which made my CPU spin up. If I know anything about mining and blockchain, you need to base it on the tip of the blockchain. Which means it first needs to fully sync.

The keys are autonomous, they are not included in blockchain, and they don't need blockchain.
