Post Status & Summary Comment with PR Review

GitHub allows writing an summary review comment & mark status along with each PR review (screenshot below). It'd be useful if we make the same interface available while posting PR review from ReviewNB.

• Overall comment is a good place to post high level comments applicable to the entire review.
• Status would help users filter & see all PRs in a given state. (e.g. all PRs where changes are requested from author)

There hasn't been enough interest in this. Also - PR level comments can be posted directly on the PR discussions tab. Closing.
