Balance mucocyst activation cost #5308

maybe an activation cost + only allowing to use it when full would be the easiest to implement and non-exploitable and would work with cells that have just a little bit of storage or a ton (as long as the activation cost is percentage based)

At the latest the RC build will get feedback about the balance of the mucocyst (if people realize to play with experimental features on).
