act as a proxy for docker #11

if an image cannot be found in the local registry, act as an proxy to the official docker registry.

and also it would be nice to have a apt, yum, ... proxy.

Yum, Apt and OpenSuSE proxy support is splitted out into #16 .

docker proxy support need a bit more work.
