Add 0.19 commits to master branch #18

@krimdomu, please review this PR. Apparently the 0.19 branch has more commits than master.

@krimdomu, I'd like to make sure JobControl at least works; I need a queue for my Rex setup, preferably run through an API or CLI. JobControl has that, but currently it's not working.

I'd also be fine with you not wanting to do reviewing and maintenance. (Given the amount of time it's not been updated, that's a signal I'm currently reading.) However, which other options do I then have?

@krimdomu as discussed on IRC with @ferki, I'm merging my commits as steps toward correct basic operation again.
