Migrate the 'other documentation' index page over to Statocles

This slightly extends the scope of the original PR, but I've added a series of logical commits to finetune the results. Changes:

• most notably adding some basic table styles (mostly matching the original custom styles)
• cleaning up superfluous whitespace in the feature flag table
• actually rendering the table header as, well, table header (was simple table row in the original)
• removing empty lines (some of them with a single non-breaking space on them - this case might warrant a separate general cleanup of those cases)

The commit messages were formatted with the intention of squashing some of them away with git rebase --interactive --autosquash before merging.

I think the most important question for review is checking it there are other tables too, and how they are affected.
