issue tracker plugin use in repo browser #454

in the repository browser, for remote operations the dialog where the user is 
asked to enter a log message for the operation, the bugtraq plugins are not 
used. Also the bug-ID field the commit dialog has isn't present either.

Implement both the issue tracker plugin (button and handling) and the bug-ID 
text box.
