Add translator option to output a jar file with runtime modules included (was NETREXX-139) #19

It may be useful to provide a translator option to produce a standalone jar file version of a program which includes the NetRexx runtime modules so that NetRexxR.jar is not required for distribution. (Kermit Kiser)

would be useful to revisit this in light of jeeps and modules.
