Slurmize dequeuer #98

@blakesweeney : this is my attempt to update the dequeuer code we slacked about to work with slurm. Unfortunately I don't have a way to test locally. The only way I know of to test is for you to review it, and if it looks good merge the PR and then test it on your end by trying to run the view processes on slurm with the new code.

It seems reasonable, but the only way to test is on the cluster, so I am merging and deploying.
