When switching between docs <title> html element doesn't change to reflect current doc #604

This makes it confusing in the context of navigation between tabs in the browser. The title of a tab is the old doc, not the current doc

If you close the later bug and not the former you retain the first date of reporting and the original reporter, makes some sense.
