Add proper requirements.txt #616

When running in a virtualenv I just want to pip install -r requirements.txt, installing project-specific packages globally through OS package manager is bad practice.

I'm about to do it, but I guess I can have the first pull request instead, thanks. Although you realize I'm going to have to ask you to sign the CLA at this point.
