Move pagination above table so table resize doesn't affect position of nav.

@samussiah I kind of like pagination at the bottom. Could we just fix the issue with a css update instead?

Agreed, I think a constant table-containing div would be more appropriate? I don't like a jittery page when I'm trying to paginate.
