Adds scripts for building and pushing to gcr.io.

./scripts/docker_build.sh to build. The script will prompt to continue with a push.
./scripts/docker_push.sh to push.
Updated handbook with instructions for building and pushing.
Currently both scripts are pretty naive, neither check the state of Docker images or gcr.io images.
Assumes user has correctly set up gcloud.
