Update README + auto-sync libraries on login #2

Added more to README about configuring local environment.
Added a note about service disruption when the helm chart is updated.
Updated config to pull and install the latest version of the libraries from this repo on login.

Note that this also includes a change to the container image (installing ipyevents), but I didn't build/push a new container image, since there is currently no dependency on the library (I removed the interaction WIP from the libraries).
