Create an actual release process

If other people are going to do this process, there should be a better release process instead of a collection of shell scripts.

For any student admin who will pick this up, please propose solutions and alternatives before picking this up.

• [ ] investigate automated test/release/deploy tools that integrate with github
• [ ] write a design proposal for automating the release, including documenting alternative designs
