Consider downsizing user pool nodes #6

Currently using 2 vCPUs, but I suspect pods will be memory bound

Looking at CPU utilization, most general usage is much less than a quarter core. It might be a good idea to do a guaranteed 0.1 core with a max of 0.25. That would allow reducing the user pool to a single vCPU with ~8GB/cpu.

This should be looked at again in another week or so, once students are using the environment consistently.
