user stuck with no pod and recurring 503 error

Description:

• User @dpa9694 has reported being stuck in a "my server/503" loop
  Attempts to stop the user pod from the user home and admin dashboards have been unsuccessful.
• Kubernetes dashboard shows no pod, so there's nothing to diagnose or shut down on the user end. This looks like a hub or some service issue.
• Hub logs report: Pod jupyter-dpa9694 did not disappear, restarting pod reflector

During an unrelated event, the hub crashed and then rebooted. After rebooting, accessing the user server is now possible. Closing.
