We're installing xarray:latest with pypi #120

We should be pinning xarray to 0.14.1 based on base_environment.yml, but somehow pypi xarray 0.15.1 is slipping into master: https://travis-ci.org/github/RhodiumGroup/docker_images/jobs/671896315#L4359
