Workflow

[ ] Passes manual test on compute.rhg
[ ] Passes travis tests
[ ] Passes test-hub deployment
[ ] Updates integrated into downstream images

Summary

Completes a workflow for starting the cloud SQL proxy on workers

Moves cloud_sql_proxy to /usr/bin to add to user path
Starts proxy if env variables are present:
- SQL_INSTANCE: full instance connection string, e.g. [project]:[region]:[name]=tcp:[port]
- SQL_TOKEN: stringified json with service account credentials
