Travis deploys to target branch on PR #92

So if we make a WIP PR, it will run the "master branch" jobs within the travis recipe, which will mean deploying to "latest" tag. Same thing if we PR to the dev branch from another working branch. I think we should turn off PR-based activation of travis for this repo.

Checking up on this - I don't think this happens anymore...
